Unless you mean something like "move the lower panel to the highest part
of the screen" ?

Usually a left click on the lower panel will give you access to a
contextual menu enabling you to personalize it to your will, including
repositioning it.

... if you mean how do you move the panel (known as Taskbar in the
Windows world) from its default position at the bottom of the screen.

There may be a way to do it from the menus too.
