[Salix-main] New tool: netsetup

I have uploaded a new package for salixtools-1.9.0 in our 14.2 repos. This
one includes a new tool for basic network configuration.

Actually, it's not that new. It's a fork of netconfig, the standard
slackware script. The two should be identical, with the difference that
netsetup comes internationalized. netsetup will be called in place of
netconfig from the installer, on BASIC and CORE installations modes.

Thanks to the slint.fr project, several translations are already
available. You can visit the transifex project page if you want to review
the existing translations or make a new one for your language:
https://www.transifex.com/gapan/salixtools/netsetup/

Anyone who spears Spanish (Alejandro?), can you check the Spanish-Costa
Rica (es_CR) translation and tell me if we can use it as a generic Spanish
(es) translation or if there are some strings that have to be changed to
that effect?

Sorry for the delay.

Again, I used es_CR as a base translation, then I made some corrections,
with a neutral Spanish in mind.

I made a few corrections in _es.
I see that paragraph 38 refers to KDE desktop only. In the spanish translation I did not specify any desktop manager.
